Net Neutrality Disclosure

Alpheus does not block lawful content, applications, services, or non-harmful devices.  Alpheus does not unreasonably discriminate in transmitting lawful network traffic consistent with normal management practices and the Federal Communications Commission Report and Order adopted December 21, 2010, “Preserving The Free and Open Internet” ( Order) .

The Federal Communications Commission issued an Order which requires internet access providers, such as Alpheus Data Services, to disclose certain network information to the public.  This information is outlined below and at various other locations on this website.

Congestion Management:

Alpheus does not utilize any congestion management practices other than to route all traffic on a FIFO (first in-first out) basis consistent with normal management practices.  Because of this, if congestion occurs, users may experience traffic loss, higher latency and/or jitter.  These events would be triggered by the congestion itself.  No specific engineering standards are utilized.  Customers can order a rate limited product in which excess traffic will be dropped if it exceeds the contracted bandwidth.  Customers can purchase bursting which allows customers to exceed the committed traffic in which the excess traffic is billed at the contracted rate at the 95th percentile.  Please see Alpheus’ product supplements on this website for further information under the terms and conditions tabs at the bottom of the home screen.

Application Specific Behavior:

Alpheus does not block or rate-control specific protocols or ports, modify protocol fields or inhibit or favor specific applications or classes of applications consistent with normal management practices and the Order.

Device Attachment Rules:

There are no restrictions on or approval process for the types of lawful devices that can be attached to the Alpheus network on the customer side of the demarcation point, consistent with normal management practices and the Order. 

Security:

Alpheus provides access to the internet backbone only.  Alpheus has implemented reasonable practices to help ensure network security and integrity, including addressing traffic that is harmful to the network consistent with normal management practices and the Order. 

Service:

A general description of service is available throughout this website.  The service technology is further explained on this website in the product supplement for Direct Internet Access (DIA), Ethernet and Transport Product Supplements.  Since Alpheus only provides access to the internet backbone, the individual user will make the decision on suitability for their individual applications.

Commercial Terms:

Terms for DIA and the requested transport are quoted on an ICB basis.  Alpheus’ privacy policy and options for dispute resolution are delineated on the individual Master Services Agreement (MSA) which is negotiated between Alpheus and its customers.  A copy of the standard Terms and Conditions can be found at the bottom of the website home page under the Terms and Conditions tab.
